Residence programs

These programs grant citizenship through residency and it usually takes years of uninterrupted living in the country in order to obtain the passport or, in case of golden visas, to visit the country personally every one or two years in order to extend the validity of residence permit. Vanuatu Citizenship  

The Government of the Republic of Vanuatu has launched in 2017 its Development Support Program (DSP) for the purpose of raising funds to support local economy. The program is designed to attract overseas investors looking for the second citizenship and a new passport.

The candidates have to apply through a “Designated Agent” who will liaise with citizenship commission and transfer the investor’s funds. Fully relying on an unknown agent based in Vanuatu to manage your application and fund transfer may be difficult. Dominica  

The Commonwealth of Dominica is referred sometimes as “The Nature Isle of the Caribbean” for the natural beauty of its mountains, beaches and rainforests. The citizenship-by-investment program started here in 1993 and recently has undergone significant changes, making it one of the most attractive and cost-effective programs in the world. Among those changes – opportunity to obtain citizenship via real estate investment.

There are two ways to obtain Dominica citizenship:

  • Non-refundable contribution of at least USD 100,000 for a single applicant into the Government Fund
  • Investment of at least USD 200,000 into government authorized real estate

Antigua and Barbuda  

Opportunity to reside in one of the most luxurious tropical destination with an ever-growing international community and stable and secure political environment attracts a lot of foreigners, tax benefits are also an important appeal of these magic islands. Antigua and Barbuda is a member of the Commonwealth and its passport holders can benefit from access to around 120 countries, including the United Kingdom, the Schengen Area, Hong Kong and Singapore.

A foreign investor can secure a passport by making either:

  1. USD 400,000 investment into preapproved real estate or
  2. USD 100,000 donation to the National Development Fund that helps islands’ economy.

Most of the real estate available for investment are high-end luxury properties.

The application process will take three to six months and the passport under Antigua and Barbuda citizenship-by-investment program is valid for 5 years. Saint Kitts and Nevis  

The Federation of St. Kitts & Nevis is a former British colony in the eastern Caribbean. Two scenic islands, St. Kitts and Nevis, are members of the Commonwealth and have policy of not charging residents income tax.

The citizenship program for foreign investors was established here in 1984 and this makes it the oldest existing citizenship-by-investment program in the world. Nowadays it’s the number 1 provider of second passports in the world. Local government requires foreign investors to make a contribution of at least USD 400,000 in one of the designated real-estate developments or a contribution ranging from USD 250,000 to USD 400,000+ (depending on the number of family members who apply for citizenship) to the Sugar Industry Diversification Foundation (SIDF).

Until 31 March 2018 you may also obtain St. Kitts & Nevis citizenship by donating USD 150,000 to the Hurricane Relief Fund. The investment amount is the same for a single applicant, as for a family of four including spouse and qualifying dependents.

Most of the real estate investment opportunities available on the islands are hotels and luxury resorts, as the government of Saint Kitts & Nevis is promoting the islands as the luxury travel destination.

Physical residency is not required and the average processing time for obtaining passport is 3 months, but may be longer in case of real estate investment.

Malta  

The IIP was launched by the government of Malta in 2014 and is designed to facilitate the grant of Maltese citizenship to foreign investors. The investor must fulfill the following requirements in order to apply for the program:

  1. Contribution to the National Development and Social Fund of EUR 650,000
  2. Investment of at least EUR 150,000 in government-approved bonds / shares
  3. Purchase of a property in Malta for at least EUR 350,000 or lease for five years or more with a minimum annual rent of EUR 16,000.

The number of grants under the IIP is limited to 1,800 per year and applicants are subject to a thorough due diligence process which aims at establishing that only fit persons hold Maltese citizenship.

Maltese citizenship allows visa free travel to more than 160 countries, including the United States, the United Kingdom and Canada. It offers as well free public healthcare and education for the applicant and his family.

Another way to residency permit in Malta is recently introduced e-residence card that entitles to travel within the European Union without visa. The applicant should own a property in Malta with value not less than EUR 320,000 or rent a property with rental fee not less than EUR 12,000 per annum. The second requirement is an investment with an initial value of EUR 250,000. The issued e-residence card is monitored during five years on an annually basis and after that every five years.

Cyprus  

Cyprus is ranked one of the top relocation destinations in the world and there are numerous advantages in settling down in this pearl of the Mediterranean Sea, as an entrepreneur, as a family or as a retired individual. It’s one of the safest countries in the world with over 300 sunshine days per year, favorable tax regime, in comparison to other EU countries, high quality standards of living, excellent infrastructure and service sector.

The applicant for Cypriot citizenship should make an investment of at least 2 million euro into one of the following options:

  1. Real estate, infrastructure projects, land developments
  2. Purchase, set up or participation in a Cypriot business

Portugal (Golden Visa)   

Golden visa scheme began in Portugal in 2012. Being one of the most attractive residency programs in the world, golden scheme visa leads to a residence permit in Portugal through real estate investment of at least EUR 500,000.

The rules of the scheme are straightforward and flexible with minimum stay requirements (7 days first year and 14 days following periods of 2 years) and possibility to gain a residency visa for a family including dependent children. Hong Kong (Entrepreneur and Work Visas)   

Foreign entrepreneurs who wish to establish and operate their own business in Hong Kong may apply for the Entrepreneur Visa in Hong Kong.
